It's fascinating, a camera that size in the 90's would be a thing of science fiction, or so fuzzy and without sound that it'd be worthless. Now with GoPro's and such, this seems perfectly normal.

With cell phone technology they get even smaller, you could actually get the camera mic and battery inside the crown of the hat if you ditch the bulky screen and separate the parts to make the overall package smaller

Depends on your jurisdiction's laws on recording people in secret. Even in locales where that is enough to get a recording thrown out of court a judge can determine the evidentiary value outweighs a person's right to privacy, which such laws are meant to protect. Privacy rights do not grant the right to commit a crime in any way.

I actually did a considerable amount of research on the subject when writing this arc. Apparently in my area, evidence like this wouldn't be admissible in court due to it having been recorded without consent or knowledge of the recorded party. Since the laws varied so much from place to place in regards to this specific set of circumstances, I thought it would be best for the characters to rely on the harshest judge possible....THE GENERAL PUBLIC.
